West Cedar Street & West Exchange Street Project

City of Akron Press Release

Published: 03-23-2015

The City of Akron will conduct an open house public meeting to present and discuss proposed roadway improvements along the one way pair of West Exchange Street and West Cedar Street.  Overall limits are between South Portage Path and South Broadway Street.

There is a well-documented crash history along these two roadway corridors.  As such, the project purpose is to provide a safer roadway system by:

  1. Upgrading and replacing the existing traffic signals.

  2. Providing an interconnected traffic signal system to improve traffic flow.

  3. Right sizing the roadways for the appropriate number of travel/turn lanes for traffic flow while creating a ‘complete streets’ corridor that accommodates pedestrians, bike traffic, and on-street parking.

Right sizing roadways involves traffic studies to determine the proper number of lanes to serve the capacity needs of the roadway, which in this case also improves the safety.  In this area, the accident data shows too many lanes cause weaving accidents, in addition to turns from incorrect lanes.

After reducing the number of through lanes, the remaining pavement will be utilized to create a ‘complete streets’ corridor.  To accomplish this, the outside or curb lanes will be converted to the following uses within the one way segments of the roadways:

  1. Addition of a 5’ wide dedicated bike lane with a striped safety shoulder wherever possible.

  2. Addition of on street parking spaces identified thru the installation of curb bumpouts at the intersections.

  3. Shortened pedestrian cross walks thru the utilization of curb bumpouts.

  4. Dedicated left turn lanes will also be provided at the majority of the traffic signals.

  5. Reutilization of one lane on Cedar Street from Water Street to Broadway to create two way traffic to allow for a circulating lane within the downtown area to promote easily accessible on-street parking for businesses.

  6. Reutilization of one lane on Exchange Street from Water Street to Main Street to create two way traffic to allow for a circulating lane within the downtown area to promote easily accessible on-street parking for businesses.

Other improvements will include replacement of 21 traffic signals with street lights where needed.  Construction is scheduled for May 2016 thru November 2017.

The public meeting is scheduled on April 15, 2015, from 5:00 PM to 7:00 PM at the Akron Summit County Public Library located at 60 South High Street, Akron, Ohio, 44326.  The public meeting will be conducted in an open house format with no formal presentation.  Attendees may arrive anytime between 5:00 PM and 7:00 PM.

The purpose of the open house public meeting is to present and discuss the proposed project and to solicit public comments regarding its social, economic and environmental impacts. In compliance with Section 106 of the National Historic Preservation Act of 1966, as amended (codified as 36 CFR 800), City of Akron also requests information regarding the presence of any known cultural resources in the vicinity of the project. Cultural resources include prehistoric and historic archaeological sites, historic bridges and buildings, sites and districts.

Maps and exhibits illustrating the project will be available for the public to view at the meeting.  Throughout the open house, representatives from the City of Akron Engineering Bureau and the project team will be available to discuss the proposed changes and address any questions and concerns.
