City of Akron Announces Upcoming 2018 Railroad Grade Separation Project: Evans Avenue Railroad Grade Separation Improvement

Akron, Ohio, January 23, 2018 – The City of Akron is proposing the realignment of Evans Avenue and the construction of bridge structures to separate the at-grade crossing of Evans Avenue over the CSXT and Metro RTA railroads within the City of Akron, Summit County, Ohio. The project will also include the construction of a cul-de-sac east of the railroads to provide access to the businesses along existing Evans Avenue.  An access drive will also be constructed in the area of existing Evans Avenue west of the railroads.  See attached project location map.


Construction for this project is partially funded through a FASTLANE grant in the amount of $5.7 million as well as an OPWC grant in the amount of $2.3 million.  FASTLANE is a federal highway program that provides funding for projects that improve public safety, efficiency and reliability of the movement of freight and people.  OPWC is state program that provides financing for local public infrastructure, including roadways, bridges and utilities.

Temporary and/or permanent right(s)-of-way will be required to realign Evans Avenue. However, the majority of the proposed improvements will be constructed within right-of-way that has already been acquired by the City of Akron. Initial public outreach for this project was conducted in 2009. However, the subject project lacked funding for construction and did not move forward after right-of-way acquisition and detailed design were completed.  Construction funding has recently been secured and the project is now advancing.

Bridge construction and approach roadway work will be performed while maintaining traffic on existing Evans Avenue. Reconstructing each end of the existing roadway will require closure of Evans Avenue with work occurring before and after the closure duration.  Detour routes for motorists will be posted as Home Avenue to Tallmadge Avenue to Brittain Road. Detour routes shall be clearly signed and construction and closure information will be posted on each affected route prior to the start of construction.  Access shall be maintained to all side streets and adjacent properties at all times during construction.

The proposed project will not result in any substantial impacts to environmental resources. The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 11, 2015, and executed by FHWA and ODOT.

This transportation improvement is scheduled for construction in October 2018 and is expected to be completed in November 2020.  Traffic will be detoured for most of the project duration.
