Mayor Horrigan Announces Clean Financial Billing Audit of Oriana House Contract with the City

Akron, Ohio, July 12, 2017 — Monday, the City of Akron announced the favorable results of the independent, financial billing audit of Oriana House’s service agreement with the City. In February of this year, Mayor Horrigan announced that Summit County Internal Audit would be performing a financial audit of the City’s service agreement with Oriana House. The scope of the audit was to review financial, court, and client records to ensure accuracy in billing for services provided.

 The preliminary audit report was presented to Akron City Council on Monday. Lisa Skapura, Director of Summit County Internal Audit, provided an overview of the results, which showed no material billing issues or errors and ultimately demonstrated that the City was marginally under-billed for services provided to the City by Oriana House.

 “When we announced this audit in February, I said that it was critical that our residents know that their public dollars are being spent appropriately; and I am pleased to say that this independent audit confirms that the City is being accurately billed for services provided,” Mayor Horrigan said. 

“As expected, Summit County Internal Audit delivered a thorough and effective audit report for our review. I am fully satisfied with the quality and depth of investigation they performed into Oriana House’s billing procedures under our service agreement. Most importantly, the favorable results indicate that the City was not overbilled, and provided us with valuable suggestions for ways to work with the County and the Alcohol, Drug Addiction, and Mental Health Services Board (ADM Board) to gain even greater value in future contract negotiations.”

Summit County Internal Audit did not examine the client services provided by Oriana House. The audit confirmed that Oriana House is current on accreditations from the American Correctional Association, the Bureau of Community Sanctions and the Prison Rape Elimination Act.
