Campaign Finance Report Reviews Completed


Non-complying candidates will have to correct filings.

               Akron, Ohio (March 31, 2015) – Late last November, Mayor Don Plusquellic and Council President Garry Moneypenny requested Akron’s Clerk of Council to gather all campaign finance reports of all candidates for the primary and general elections from elections held in 2011 and 2013, so that the contributions to all candidates can be reviewed for compliance with applicable contribution limits and for accurate and complete information.  This includes all candidates for Mayor and for Council in those years.

               Today, the independent counsel has completed her review and submitted her report to the Director of Law, Cheri Cunningham.  The report is attached to this release.   The two election cycles that were reviewed were during the time period when Cheri Cunningham was Law Director.  Mayor Plusquellic requested this report and other legal matters be completed before her retirement, so as to expel all notions of impropriety, or “cover up,” of any investigation during her tenure.

               As Mayor Plusquellic said at the time he requested the review, “Garry Moneypenny and I requested that the filings of all candidates during those elections be reviewed.  I specifically went back several elections so that the review would include my filings and Garry’s filings.  This is about the public trust, transparency, and confidence in our system and I assure you that all appropriate measures to enforce the law will be taken if violations are found with the reports.”

               Based on the findings in the reports, many candidates have easily fixable minor transgressions, including Mayor Plusquellic.  Several failed to file any report at all or had missing reports, and a few have substantial deficiencies.  One candidate for Mayor in 2011 had serious deficiencies in the completeness of contribution reports and the reporting of excessive contributions.   One candidate for Council-at-Large in 2013 also appears to have accepted contributions that significantly exceeded the contribution limits. 

               Candidates who have deficiencies will receive a letter explaining their individual issues, and all of the noted violations will need to be corrected.
